The goal of barrier analysis under EEOC Management Directive 715 is to identify the root causes of disparities in equal employment opportunities so that federal agencies can take action to remedy the policies, procedures, and practices that lead to such disparities.

These people are running over the bridge with a protective barricade between them and the road. In this example, the target is the people on the sidewalk. The hazard is the vehicles traveling down the road. The barrier is the actual wall that prevents the vehicles from contacting the runners.

Barrier analysis is a fairly simple root cause tool and is based on determining how a hazard came into contact with a target (item of value) and then determining what role missing or inadequate barriers might have had in allowing the event to occur. Another name for Barrier Analysis is “Hazard-Barrier-Target Analysis”.

Finally, HBM considers other variables that influence the four major constructs (perceived severity, perceived susceptibility, perceived benefits and perceived barriers) called modifying factors.

Methodology. The purpose of barrier analysis is to identify determinants of behavior change among a specific target audience. The four most commonly found determinants are Perceived Self-efficacy, Perceived Social Norms, Perceived Positive Consequences, and Perceived Negative Consequences.
