The Little Davis-Bacon Act (LDBA) is a set of state laws in Alaska Statutes Title 36 that establishes minimum wage and associated requirements for labor on public construction contracts awarded by the State of Alaska or a political subdivision of the state that exceed $25,000.

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.95 for calendar year 2021 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015.

The prevailing wage rate is the basic hourly rate paid on public works projects to a majority of workers engaged in a particular craft, classification or type of work within the locality and in the nearest labor market area (if a majority of such workers are paid at a single rate).

Title 36 is a series of State laws that provide for a level playing field for all contractors and workers on public construction project sites in Alaska.

The Prevailing Wage program ensures that all contractors working on public construction projects pay the same costs for labor, thereby preventing an unfair competitive advantage based on the use of cheap imported labor.

Access to personnel files. (a) An employer shall permit an employee or former employee to inspect and make copies of the employee's personnel file and other personnel information maintained by the employer concerning the employee under reasonable rules during regular business hours.
