3461 – Customs Release – The document we initially submit electronically to Customs, unless they request hard copies of shipping documents to review the shipment. This form is intended to speed up the release of your goods. Customs signs off on your shipment, either releasing it or designating it for exam.

Abstract: CBP Form 3311, Declaration for Free Entry of Returned American Products, is used by importers and their agents when duty-free entry is claimed for a shipment of returned American products under the Harmonized Tariff Schedules of the United States.

CBP Form 3461 is the document submitted electronically to U.S. Customs, where they either release the shipment or designate it for exam. CBP form 7501, the Customs Entry, is used to calculate duties and provide detailed information.

CBP Form 4455, Certificate of Registration, is used primarily for the registration, examination, and supervised lading of commercial shipments of articles exported for repair, alteration, or processing, which will subsequently be returned to the United States either duty free or at a reduced duty rate.

In doing so, CBP adopted a revised data set for cargo release processing, often referred to as Simplified Entry. This entry serves as the foundation of a totally paperless entry environment, effectively discontinuing the CBP Form 3461.

“Entry” is generally a two step process. First, the importer or Customs Broker files basic documentation (or data) to secure release of the goods. This is called the “Entry” (CF 3461). The second step, an “Entry Summary” (CF 7501) is filed to provide any additional paper work (or data) required by CBP and to pay duty.

Custom and Border Protection relies upon CBP Form 7501 "Entry Summary" to determine relevant information (e.g., appraisement, classification, origin, etc.) regarding the imported commodity.

The information collected on CBP Forms 3461 (Entry/Immediate Delivery for ACE) and 3461 ALT allow CBP Officers to verify that the information regarding the consignee and shipment is correct and that a bond is on file with CBP.
