The skillful management of barangay budgets means the ability to efficiently manage revenues and expenditures to ensure fiscal balance and propel the barangay towards self- sufficiency which is the real essence of local autonomy.

Four phases comprise the Philippine budget process, specifically: (1) Budget Preparation; (2) Budget Legislation; (3) Budget Execution; and (4) Accountability. Each phase is distinctly separate from the others but they overlap in the implementation of the budget during the budget year.

To prepare the barangay budget, the barangay treasurer submits to the Punong Barangay an estimate of the income and expenditures of the barangay. The Punong Barangay then prepares the barangay budget, which is then submitted to the Sangguniang Barangay for legislative enactment.

An additional budget that provides more money to certain items listed in the final budget.

The extra income over and above the estimated revenues per approved barangay budget can be certified to as available for a supplemental budget. This means that some other projects may be implemented during the year once a supplemental appropriation ordinance is enacted.

Supplemental Budget means, in respect of the Initial Budget, supplemental or replacement budgets delivered to and approved by Payee in ance with Section 6(g) (covering any time period covered by a prior budget or covering additional time periods).
