Marine Mammal Authorization Program The MMPA prohibits killing or injuring marine mammals, except under certain circumstances. This program provides an annual exemption for the incidental mortality or injury of marine mammals that occurs during commercial fishing.

Marine mammals are classified into four different taxonomic groups: cetaceans (whales, dolphins, and porpoises), pinnipeds (seals, sea lions, and walruses), sirenians (manatees and dugongs), and marine fissipeds (polar bears and sea otters).

What is the National Inventory of Marine Mammals? In ance with the Marine Mammal Protection Act (MMPA), NOAA Fisheries maintains an inventory of permanently captive marine mammals under our jurisdiction (whales, dolphins, porpoises, seals, and sea lions).

When watching marine mammals by boat: Remain at least 100 yards from whales and at least 50 yards away from dolphins, porpoises, seals, and sea lions. Federal law has specific distance requirements for some species. Keep 100 yards away from humpback whales in Hawaiian and Alaskan waters.

NOAA Fisheries is responsible for the management of whales, dolphins, porpoises, seals, and sea lions. The U.S. Fish and Wildlife Service is responsible for polar bears, walruses, sea otters, manatees, and dugongs.
