After the Initial Inventory is conducted, each DEA registrant must inventory all controlled substances on hand at least every two years. This Biennial Inventory should include the same information as the Initial Inventory and must be continued every two years as long as the DEA registration is active.

Frequency. According to the DEA, pharmacies must conduct an initial inventory of their controlled substances when they open and every two years after. The pharmacy does not have to conduct inventory at a specific date or time as long as the pharmacy meets two-year deadline.

(c) Biennial inventory date. After the initial inventory is taken, the registrant shall take a new inventory of all stocks of controlled substances on hand at least every two years. The biennial inventory may be taken on any date which is within two years of the previous biennial inventory date.

However, periodically (and under federal law at least every two years) all controlled substances must be inventoried. The board encourages more frequent counting of controlled medications to identify and prevent losses of Schedule III, IV and V drugs.

Therefore, all controlled substances must be counted two to three times daily, depending on the length of the nursing shift.

Schedule 2 and 3 CDs cannot be prescribed on repeat dispensing prescriptions. Only Schedule 4 and 5 CDss are permitted on repeatable prescriptions. Repeat dispensing prescriptions for Schedule 4 CDs must be dispensed for the first time within 28 days of the appropriate date.

Schedule II medications may not be refilled; a new prescription must be written every time. Medications classified as Schedule III or IV controlled substances may be refilled up to 5 times in a 6-month period. Schedule V medications may be refilled as authorized by the prescriber.
