If the title is held electronically, the seller and buyer must visit a motor vehicle service center to complete a secure title reassignment (HSMV 82994 or 82092) and disclose the odometer reading. The buyer and seller must both be present and provide photo identification.

Owners with electronic titles (and no lien) can request an electronic title be converted to a paper title through the department's online services website MyDMV Portal for a fee of $4.50.

Submit the HSMV 82139, the title and appropriate fee to the Tax Collector's office. The lien will be added and show you as the lienholder. If you are an Electronic Lienholder participant, the new title will be held electronically and will be considered an ELT.

You can remove a lien in Florida by: Paying off your debt. Filling out a release-of-lien form. Getting the release-of-lien form notarized. Filing the release with the county recorder's office. Keeping a copy of the release in your possession.

Electronic Liens have to be removed electronically. This is done by the lienholder's “third party provider” that put the electronic lien on the title for them. Electronic liens can not be removed from your Florida Title until approved and then released electronically by the lien-holder.

Owners may verify the current title (electronic or printed) and lien status at https://services.flhsmv.gov/MVCheckWeb/. At the bottom left-hand corner, the row above “brands” will be marked Paper Title or Electronic Title.
