CDC does not require travelers to undergo a mandatory federal quarantine. However, CDC recommends that unvaccinated travelers self-quarantine after travel for 7 days with a negative test and for 10 days if they don't get tested.

Second Supplementary Proclamation, COVID-19. 1. Pursuant to section 127A-13(a)(1), HRS, all persons entering the State of Hawai i shall be subject to mandatory self-quarantine, except those persons performing emergency response or critical infrastructure functions who have been exempted by the Director of Emergency Management. The period of self-quarantine shall begin from the time of entry into the State of Hawai i and shall last 14 days or the duration of the person's presence in the State of Hawai i, whichever is shorter. This selfquarantine mandate shall take effect on March 26, 2020 at 12:01 am.2. Pursuant to section 127A-25, HRS, I hereby adopt the Rules Relating to COVID-19, attached hereto.3. Pursuant to section 127A-29, HRS, any person violating the rules relating to quarantine shall be guilty of a misdemeanor, and upon conviction, the person shall be fined not more than $5,000, or imprisoned not more than one year, or both.

As previously announced, the emergency proclamation leaves in place the 14-day mandatory quarantine requirement for out-of-state travelers. However, beginning Oct. 15, a pre-travel testing option will allow travelers an alternative to the mandatory 14-day quarantine.

Travelers who arrive in Kaua i, Maui and Hawai i counties before they are fully vaccinated or before the 15 day after the completion of their vaccination, will be placed into mandatory quarantine for the full 10 days, unless they meet the criteria for other exceptions (pre-travel testing and CISA). The City and County of Honolulu does not have an interisland travel quarantine order.

CDC recommends delaying travel until you are fully vaccinated, because travel increases your chance of getting and spreading COVID-19. If you are not fully vaccinated and must travel, follow CDC's recommendations for unvaccinated people.

The mandatory 14-day self-quarantine orders are: Proceed directly from the airport to your designated quarantine location, which is the location identified and affirmed by you on the mandatory State of Hawai'i Department of Agriculture Plants and Animals Declaration Form. Remain in your designated quarantine location for a period of 14 days or the duration of your stay in the State of Hawai'i, whichever is shorter. If you are a resident, your designated quarantine location is your place of residence. If you are a visitor, your designated quarantine location is your hotel room or rented lodging. You can only leave your designated quarantine location for medical emergencies or to seek medical care.
