The Stormwater Management Program (SWMP) is ODOT's inter-agency effort to control pollutants in storm water discharge. Stormwater runoff is any water that is not soaked into the ground after a rain storm. Consequently, stormwater runoff can pick up pollutants while flowing into local streams and rivers.

Notice of Intent to Fill The notification must be received at least seven days prior to filling by each local licensing authority with sites to be filled. The person making the notification will provide a new Notice of Intent to Fill if there are any changes in the information required by the rule for notification.

NOI stands for Notice of Intent. It is a one-page application form to request initial coverage or to renew coverage under a general permit. The applicant must certify their intention to comply with a general permit by submitting a complete NOI. The application shall be submitted to Ohio EPA's Central Office.
