The difference between PAPS (Pre-Arrival Processing System) and PARS (Pre-Arrival Review System) bar code labels is that PAPS are used to enter commercially into the United States while PARS are used to enter commercially into Canada. PAPS bar code labels also use a different bar code format than PARS bar code labels.

A PARS number is the carrier code, the word PARS, and the PRO number for the shipment (e.g., 2604PARS). It's important that carriers send the correct documentation and PARS number to the customs broker in advance to avoid delays.

Pre-Arrival Processing System (PAPS) – A system that links electronic entry information supplied by a Customhouse broker through the Automated Broker Interface (ABI) with a Standard Carrier Alpha Code (SCAC) and unique identifier number (e.g., bill of lading, pro-bill or entry number) provided by a carrier.

Registering for a PARS or PAPS number In Canada, a highway carrier must be approved to conduct business by one of the provincial transportation authorities before it can get a PARS number. Once the carrier has approval from the province, they can get a bonded or non-bonded Highway Carrier Code from CBSA.
