The IOPP certificate is issued to each new ship after an appointed surveyor has inspected it and found it to be in compliance with the MARPOL convention. Crude oil washing was made mandatory for new tankers by the 1978 Protocol to the MARPOL Convention. Regulation 33 of MARPOL Annex I requires every new crude oil tanker of 20,000 tons deadweight and above to be fitted with a cargo tank cleaning system using crude oil washing.

The tanker must be 50 nautical miles away from land. The instantaneous rate of discharge of oil content does not exceed 30 litres per nautical mile. The total quantity of discharge must not exceed 1/30000 of the total quantity of the residue formed cargo. The tanker must have operational and approved ODMCS.
