Unscheduled telework is not scheduled in advance. Unscheduled telework is performed when the Agency announces changes to its operating status, including changes to dismissal and closure procedures pursuant to the, Agency, OPM and/or Federal Executive Board operating status announcements.

Though often away from the office, a teleworker is different from a remote employee because there occasionally some in-person office attendance required — though this is not always the case. Another key difference is that a teleworker is often geographically closer to the main office location than a remote worker.

A teleworker's official duty station will be the agency home office. A remote worker's official duty station will be their home (or other approved alternate location). The official worksite for locality pay purposes is the location where the employee regularly performs their duties (5 CFR 531.605).

The Telework Agreement includes provisions including expectations, you and your supervisor's responsibilities, the equipment you will use, and the communication methods you will use.

A telework agreement is signed between the employee and the employer which outlines the terms of the flexible work agreement. For example, when an employee wants to work from home 2 days per week. This is an employee driven process.

The key difference between a remote worker and teleworker is the remote worker works from their home 100% of the time and their official duty station is their home vs. a teleworker would be required to report to the agency worksite at least 2 times per pay period and their official duty station is the agency worksite.

Yes, the Telework Enhancement Act requires every employee who participates in telework to have a written agreement, regardless of whether the employee participates in routine or situational telework.
