- In 2023, the minimum HVAC SEER grading has increased from 14 SEER to 15 SEER in the Southeast and Southwest regions of the United States. The Northern United states minimum SEER requirements increased in 2023 from 13 SEER to 14 SEER for each new AC unit.

AC manufacturers are required to use 10% reclaimed refrigerant annually for 2023 and 2024. VRF manufacturers are required to use 15% reclaimed refrigerant annually, for 2023 and 2024, rising to 25% refrigerant by 2025.

On January 1, 2023, the efficiency rating for air conditioners in the southwest region increased from 14 SEER to 15 SEER (or 14.3 SEER2). This means that all air conditioners installed in California must meet or exceed that efficiency rating starting this year.

What Are the New California Regulations? Air conditioner ratings will increase from 14 SEER to 14.3 SEER2 (15 SEER). Heat pump ratings will increase from 8.2 HSPF to 7.5 HSPF2 (8.8 HSPF). Furnace ratings will increase from 80% to 81% AFUE.

The three types of systems include: single-split, multi-split and VRF or VRV.

Typically, if your home has less than 100 amps, your electrical system will require an upgrade to support a modern AC unit. Most homes need at least 200-amp service to provide sufficient power for the air conditioning condenser unit and the rest of your major home appliances.

What's Changing? On January 1, 2023 the U. S. Department of Energy (DOE) is bumping up efficiency standards for central air conditioners and heat pumps. Air conditioners and heat pumps will need to meet these new minimum SEER ratings: 14 SEER for systems used in northern states (2022 requirement was 13)

2023: Further restrictions on HFC production and consumption are expected to take effect in 2023. To lower global warming potential R-410A will be replaced with lower alternatives such as R-454B. Dates will be announced as they become available.
