The Savings and Loan Crisis of the 1980s and 1990s was the first large banking crisis after the Great Depression. The crisis resulted in thousands of savings and loan institutions closing and billions of dollars lost, hurting customers and taxpayers.

The receivership of Washington Mutual Bank by federal regulators on September 26, 2008, was the largest bank failure in U.S. history. Regulators simultaneously brokered the sale of most of the banks's assets to JPMorgan Chase, which planned to write down the value of Washington Mutual's loans at least $31 billion.

Like mutual savings banks, S&Ls were losing money because of upwardly spiraling interest rates and asset/liability mis- match. 2 Net S&L income, which totaled $781 million in 1980, fell to negative $4.6 billion and $4.1 billion in 1981 and 1982 (see table 4.1). * Based on tangible-capital-to-assets ratio.

In 1980 there were 4,039 savings institutions; approximately 1,300 savings institutions failed during the 198094 period. This high proportion of failures led to the demise of the fund that insured savings institution deposits, and imposed heavy costs on surviving institutions and on tax payers.

The big difference is that banks failed [in 2008] because of bad loans and poor credit underwriting. By the time the Great Recession ended, over 600 banks failed. Today's banking crisis was triggered by bad risk management practices around deposit management and interest rates.

A New Era in Banking: High Rates of Bank Chartering, Failures and Mergers. The commercial-bank population reached 14,496 in 1984. It turns out this was a post-1940 peak that may never be reached again. Between 1984 and 2020, the number of banks decreased by 70%.

First, broad national forces—economic, financial, legisla- tive, and regulatory—established the preconditions for the increased number of bank failures. Second, a series of severe regional and sectoral recessions hit banks in a number of banking markets and led to a majority of the failures.

Future Treasury Secretary Alexander Hamilton founds the Bank of New York, the oldest continuously operating bank in the United States—operating today as Mellon.
