A special permit is required for those cases where a particular use is permitted but only after certain conditions are met. The Board of Zoning Appeals (BZA) is the authority that holds public hearings and decides whether to grant or deny a variance or special permit.

What Is A Special Permit? Special Permits are required for certain specific uses in each Zoning District. Special Permits must be approved by the City Planning Commission in a public hearing process. Specific standards set forth in Section 120-192B of the Zoning Code must be met for an application to be approved.

These special uses include gas stations, dog kennels, and uses with drive-through windows. The special use permit is also used for development in environmentally sensitive zones with overlays such as for wetlands, steep slopes, and along scenic ridgelines.

For Commercial Properties the fee is $200 per floor over 1000 sq. feet and $100 per floor for floors less than $1000 sq. feet plus 1% of the total cost of work. For Residential Properties the cost is $75 for general wiring in an existing building and $150 for new construction or a total rehab.

Walk in service for the Building Permit and Zoning offices will be available: Monday, Wednesday and Friday from 9am to 4pm. Permit drop off and Grab & Go application forms will be available in the lobby of the A Building Monday through Friday from 9am to 5pm.
