Ethical issues specific to human cloning include: the safety and efficacy of the procedure, cloning for destructive embryonic stem cell research, the effects of reproductive cloning on the child/parent relationship, and the commodification of human life as a research product.

The main reason for this is the conviction that the deliberate production of genetically identical human beings violates the dignity and integrity of human beings, both as individuals and as members of the human species.

Opponents of cloning have concerns that technology is not yet developed enough to be safe, and that it could be prone to abuse, either in the form of clones raised as slaves, or leading to the generation of humans from whom organs and tissues would be harvested.

Because the risks associated with reproductive cloning in humans introduce a very high likelihood of loss of life, the process is considered unethical. There are other philosophical issues that also have been raised concerning the nature of reproduction and human identity that reproductive cloning might violate.

The basis for this justification is that reproductive human cloning necessarily infringes notions of human dignity. The government "does not approve, does not allow, does not support, does not accept" any reproductive human cloning experiments, but does not oppose therapeutic cloning.

Most scientific experts believe that attempts to clone humans will result in even higher failure rates. Scientists such as Ian Wilmut (who produced Dolly) and Rudolf Jaenisch (of MIT) have concluded that the most likely cause of abnormal development in cloned animals is faulty reprogramming of the genome.

After stimulating the egg to begin to divide, an embryo would be created that has the same nuclear DNA as the person being cloned. Under the AHR Act, it is illegal to knowingly create a human clone, regardless of the purpose, including therapeutic and reproductive cloning.
