A person is considered homeless if they lack a fixed and regular nighttime residence or if their main nighttime residence is: a supervised shelter that provides temporary accommodations; or.

Who qualifies for this help? The law states any student that does not have a fixed, regular, and adequate place to sleep at night qualifies for educational assistance. This includes students and families that stay at a shelter, on the street, in a car or abandoned building.

The California Department of Education (CDE) provides California local educational agencies (LEAs) with a model housing questionnaire that can be used as part of LEA enrollment processes to identify children and youth experiencing homelessness, as required under California Education Code (EC) Section 48851(b).
