The calculation is comparably simple: Every dip switch has the value 2n where n is the number of the dip switch. First dip switch is 0 (computers start counting from 0, not from 1), so when it's switched on it says 20 = 1. Dip switch 2 has the value 1 if switched on, so it is 21 =2.

A DIP switch facing upwards is "on", while a DIP switch facing downwards is "off". DIP switches 1 through 5 are used to determine which address that the 4219 will be set to. The address determines which specific hardwired zones the terminals on the 4219 will represent on the panel.
