Once the payment dispute is officially filed, it officially progresses to a chargeback. The funds are moved from the merchant's account to the consumer's. The merchant has no say in this; in fact, the seller may not even know about the dispute until the money is debited from their account.

Credit card chargebacks cost businesses their revenue and increase their chargeback rate, which can have serious consequences if it reaches 1%. The tricky thing about chargebacks is that even if you win the dispute, they can still affect you negatively.

The bank will conduct a preliminary investigation. If the cardholder's claim seems valid, they will issue a provisional credit and return the funds to the customer's bank account. They will then recoup the money by initiating a debit card dispute with the merchant.

If the merchant fails to submit a response by the deadline, the merchant will accept the chargeback by default. Merchants may decide to accept chargebacks for several reasons. Sometimes the chargeback is based on true fraud or some other valid and inarguable reason, and there is no point in trying to fight it.

When a dispute becomes a chargeback, the merchant is held liable by default. That means that if the merchant wants to fight the chargeback and get their money back, they have to provide evidence that the charge was legitimate and the customer's claims are false.

Disputes and refunds are very different processes. Traditional refunds come directly from the merchant. With disputes, though, the bank pays the consumer up front. They then claw back the transaction amount from the merchant's account.
