What's the difference? Rent stabilization means that there are city-determined limits on how much your rent can increase while you are renting. Someone living in an RSO unit in L.A. can only have their rent increased 3–5% annually, from $1,000 to $1,030–$1,050 (depending on if the landlord pays utilities).

If you own residential rental properties subject to the Rent Stabilization Ordinance (RSO) and/or the Systematic Code Enforcement Program (SCEP), you are responsible for the payment of annual fees that fund the services provided under these two programs.

The SCEP fee is $43.32 annually. A landlord may pass through 100% of the annual SCEP fee per rental unit as a monthly surcharge of $3.61, provided that the landlord has paid the SCEP fee to HCIDLA and given the tenant an advance written thirty-day notice. If you rent in the City of Los Angeles, your rental unit may be subject to the City's Rent Stabilization Ordinance (RSO), if the property was built on or before October 1, 1978.

If you own rental property in the City of Los Angeles, it may be subject to the city's Rent Stabilization Ordinance (RSO).

The County's Rent Stabilization Ordinance is a local law that limits rent increases above the allowable limit within a 12-month period and provides “just cause” eviction protections for most residential rental units in the unincorporated areas of Los Angeles County.
