The GMDSS is an internationally recognized distress and radio communication safety system that has been in place for several decades. The GMDSS is an automated ship-to-shore and ship-to-ship system using satellites and/or terrestrial radio systems with digital selective calling technology.

Requirements. Marine Order 27 requires a radio log-book to be carried on board vessels subject to the Navigation Act 2012. The GMDSS Radio Log Book (the radio log) should be kept in a location close to the radio station. Pages from this publication should be printed as required and kept as a hard-copy.

Generally, all GMDSS ships must carry a 406 MHz EPIRB, a VHF radio capable of transmitting and receiving DSC and radiotelephony, a NAVTEX receiver, a SART, backup power systems to enable emergency communications if primary power fails and two-way VHF portable radios.

Sea Area A3 Ships travelling this area must carry either an Inmarsat F77, B or C ship earth station, or a DSC-equipped HF radiotelephone/telex, in addition to equipment required for an A1 and A2 Area.

Decree-Law No. 145/95 of 14 June was also approved under the GMDSS system, which regulated the rules contained in the amendments adopted in 1988, clarified the interpretation of some of them and defined exemptions and equivalents provided for in the SOLAS Convention.

GMDSS ships are required to carry the following minimum equipment: A VHF radio installation capable of transmitting DSC on channel 70, and radiotelephony on channels 16, 13 and 6. (see Note 1). One SART if under 500 GRT, 2 SARTs if over 500 GRT.

All communication and safety equipment on board vessels are required to undergo annual inspections such as GMDSS radio survey and VDR/SVDR annual performance testing (APT). These inspections should comply with SOLAS chapter IV, Functional Requirements of all communication and safety equipment onboard vessels.

IV/15, one of the following measures should be taken as may be approved by the flag administrations: Duplication of equipment; Shore-based maintenance; or. At sea electronic maintenance capability.
