Nonappropriated Funds. NAFs are monies that are not appropriated by the Congress to incur obligations and make payments out of the United States (U.S.) Treasury. NAFs come primarily from the sale of goods and services to DoD military and civilian personnel and their family members.

NAF position classification guidelines have three distinct categories - crafts and trades (CT), NAF white-collar (NF), and child and youth (CY). These occupational categories are the only ones authorized for DOD NAF employees.

NAF employees are Federal employees, but excluded from most laws administered by OPM (title 5, U.S.C., Section 2105(c)). Unless specifically provided by law, NAF employment is not subject to civil service provisions or restrictions.

Military Construction (MILCON) appropriations fund major projects such as bases, schools, missile storage facilities, maintenance facilities, medical/dental clinics, libraries, and military family housing.

Cost center managers are fiscally responsible for the transactions charged to the center. Managers are responsible for developing the annual cost center budget of revenues and expenses for the upcoming year in conjunction with the president or their area vice president.

Non-Appropriated Funds refer to revenue earned by government departments, organizations or agencies by means other than taxation. For instance, the State Department charges for passports and then uses the earnings for other purposes. These funds are known as non-appropriated.
