The MCLG for copper has been set at 1.3 parts per million (ppm) because EPA believes this level of protection would not cause any of the potential health problems described below.

The 1991 Rule The rule established a maximum contaminant level goal (MCLG) of zero for lead in drinking water and a treatment technique to reduce corrosion of lead and copper within the distribution system.

Samples must be collected in one-liter wide mouth bottles and sample collectors shall not be instructed to remove aerators and should not conduct flushing prior to stagnation for sampling. The water must be inactive/untouched for a minimum of 6 hours prior to sampling.

The Lead and Copper Rule requires community and nontransient-noncommunity water systems to monitor lead and copper levels at the consumers' taps. If action levels are exceeded, installation of corrosion control treatment is required. If the action level for lead is exceeded, public notification is required.

â…  The Lead and Copper Rule applies to all Community and Non-Transient Non- Community Public Water Systems. Compliance for Lead and Copper is based on an Action Level exceedance. The Action Level for Lead is 0.015 mg/L and 1.3 mg/L for Copper. An exceedance is determined by the 90th percentile of tap water samples.

EPA'S LEAD ACTION LEVEL To check if corrosion control is working, EPA requires water systems to test for lead at the tap in certain homes, including those with lead service lines. Systems compare sample results from homes to EPA's action level of 0.015 mg/L (15 ppb).
