LQA is not an entitlement for a DoD civilian employee assigned to a foreign area. Some employees are eligible and some employees are not. It must be authorized by employing command. LQA must be granted by employing activity as a recruitment incentive prior to accepting a final job offer.

Eligibility for LQA is based on the employee's status when applying for an overseas (foreign area) position. Employees hired from stateside will typically receive LQA, but it is important that all employees consult HRO because of the rules and regulations governing LQA eligibility.

Personally owned quarters (POQ) are paid at a rate of 10% of the purchase price plus utilities for up to 10 years. After the 10 year limit is reached only the utilities on the POQ are paid. The amount paid for a POQ by the government will not exceed the maximum authorized rates.

The Overseas Housing Allowance (OHA) is a cost-reimbursement allowance and is designed to offset housing costs. It includes three separate components: rent, utilities/recurring maintenance, and a move-in housing allowance (MIHA).

Definition for Living Quarters Allowance (LQA) Living Quarters Allowance is granted for the annual cost of suitable adequate housing for an employee and his/her family at the overseas duty station. Actual expenses for rent and utilities may be paid up to the maximum authorized by regulations.

A: Living Quarters Allowance (LQA) is provided to reimburse employees for suitable, adequate living quarters at posts where the U.S. Government does not provide quarters. LQA may be used to pay for rent, utilities, taxes, and related fees (see DSSR 131.2 for a complete listing).

The LQA is provided to eligible employees for leased quarters in lieu of Government provided housing and is intended to cover the average cost of rent, utilities and other allowable expenses.

Five Year Rule. Reference (b) limits enrollment eligibility to five (5) consecutive years. Thereafter, an otherwise qualified dependent child's enrollment may be approved for continued enrollment by DoDEA if space is available in the program and if funding is available. This is referred to as the five-year rule waiver.
