The Debt Collection Improvement Act of 1996 (DCIA). Under that law, federal agencies must transfer nontax debt that is more than 180 days overdue (delinquent) to Fiscal Service for collection. Fiscal Service must then take appropriate action to collect the money. Learn more about the DCIA.

The Bureau of the Fiscal Service manages all federal payments and collections, and provides government-wide accounting and reporting services. You can contact them to buy bonds or to check on the maturity of bonds you own.

If you owe an overdue debt to a government agency, the agency sends information about your debt to our database. When you are going to get a federal payment, we search the database to see if you owe an overdue debt. If your debt is in the database, we hold back money from the payment to pay your debt.

If your payment was reduced because a federal or state agency thinks you owe money, you should have received a letter from that agency. Call or write to them at the contact information on the letter. If you can't find that information, you can get it from our Interactive Voice Response system: 800-304-3107.

If they don't pay the debt on time, it becomes overdue (delinquent). When the debt is overdue, the Treasury Offset Program (TOP) helps collect the debt by holding back money from a federal payment to the debtor. (Holding back money from a payment is call "offsetting the payment" or "administrative offset.")

The Bureau of the Fiscal Service in the Department of the Treasury collects overdue (delinquent) nontax debt for other federal agencies. If you owe money to a federal agency and you did not pay it on time, you have a delinquent debt.

You can access your federal tax account through a secure login at IRS.gov/account. Once in your account, you can view the amount you owe along with details of your balance, view 18 months of payment history, access Get Transcript, and view key information from your current year tax return.
