"Entry Summary" refers to the documentation necessary to enable U.S. Customs and Border Protection to assess duties, collect statistics, and determine whether other requirements of law have been met.

Responsibility. The legal requirement to submit an entry summary declaration lies with the operator of the active means of transport. For example, the vessel, aircraft, train or road vehicle on or in which the goods are brought into the customs territory (either Great Britain or Northern Ireland).

A Safety and Security Declaration (SSD) is used by border authorities to analyse the potential risk caused to their territory by goods crossing their border. It is not about the duties and taxes. There are two types of declaration – ENS (entry summary declaration) and EXS (exit summary declaration).

ENS declarations are required for all goods moved from Great Britain to Northern Ireland. It is the legal responsibility of carrier to ensure safety and security information is declared via the ENS but other parties (trader, haulier or intermediary) may agree to complete it.

Under Article 127(4) of the Union Customs Code Regulation 952/2013, the carrier is legally responsible for ensuring that the Entry Summary Declaration (ENS) is submitted to the Import Control System (ICS). To submit the ENS, the carrier must possess an EORI number.

A customs declaration is a form that lists the details of goods that are being imported or exported when a citizen or visitor enters a customs territory (country's borders).
