Established in 1879 by a constitutional amendment, the California State Board of Equalization (BOE) was initially charged with responsibility for ensuring that county property tax assessment practices were equal and uniform throughout the state.

As the BOE Board Member for District 2, Member Malia M. Cohen represents 10 million constituents from as far north as Del Norte County to as far south as Santa Barbara County.

The BOE is comprised of five members: Ted Gaines, Board Member (First District); Sally J. Lieber, Board Member (Second District); Antonio Vazquez, Board Member (Third District); Mike Schaefer, Vice Chair (Fourth District); and Malia M. Cohen, State Controller. The Board appoints an Executive Director who is Yvette M.

The California Department of Tax and Fee Administration, or CDTFA, is now responsible for administering many of the taxes formerly handled by the BOE, including sales and use, fuel and cigarette taxes.

History. The State Board of Equalization was created in 1879 by the ratification of the second Constitution of California. Its original mandate was to ensure that property tax assessments were uniform and equal across all counties in the state.

Yvette M. Stowers was appointed as the Executive Director by the Board on March 30, 2022. Executive Director Stowers has extensive experience in the field of state taxation. Prior to her appointment as Executive Director, she served as Deputy State Controller for Taxation on behalf of State Controller Betty T.
