For each language domain, TELPAS measures four levels, or stages, of increasing English language proficiency: beginning, intermediate, advanced, and advanced high. TELPAS measures learning in alignment with the Texas ELPS that are a part of the TEKS curriculum.

The Texas English Language Proficiency Assessment System (TELPAS) is an English language proficiency assessment aligned to the Texas English Language Proficiency Standards (ELPS). This assessment is designed to assess the progress that emergent bilingual (EB) students make in learning the English language.

TELPAS provides proficiency level ratings for each language domain, plus an overall composite rating. TELPAS Measures the ELPS. The two are integrally aligned. and reports performance in alignment with the ELPS proficiency level descriptors (PLDs).

This continuum is divided into four proficiency levels: beginning, intermediate, advanced, and advanced high.

Located in the Texas Administrative Code, Chapter 74.4, the ELPS apply to all grade levels and all subject areas. They are designed to outline language proficiency levels and student expectations for English Language Learners (ELLs).
