Army officers in the ranks of O-1 to O-3 are called company grade officers; those in the pay grades O-4 to O-6 are known as field grade officers, and those in pay grades O-7 and above are known as general officers.

The NCO Evaluation Report (NCOER) was developed to evaluate non-commissioned officers' performance and potential, and identify those individuals best qualified for promotion and assignments to positions of higher responsibility.

In the Army, all Commissioned Officers receive Officer Evaluation Reports; also known as OERs, the Officer Evaluation Report is used to assess performance and determine the potential for promotion, and for positions of increased responsibility.

The U.S. Army Officer Evaluation Report, or OER, measures an officer's ability to lead by example. It assesses an officer's work ethic, mentorship ability, physical fitness level, job competencies and character. The OER helps decide if your subordinate officers advance to higher ranks.

(4) Under the ERS, a Soldier is evaluated on his or her performance and potential. The ERS consists of two categories of evaluation reports: (a) Mandatory and/or optional evaluations. The applicable evaluation report forms are the DA Form 67–10 series (OER) and DA Form 2166–9 series (NCOER).
