Section 43 of the Care Act requires every Local Authority to establish a Safeguarding Adults Board (SAB) for its area. The SAB operates at a strategic level, helping and protecting adults in its area from abuse and neglect through co-ordinating and reviewing a multi-agency approach across all member organisations.

The Act defines adults at risk as those aged 16 years and over who: are unable to safeguard their own wellbeing, property, rights or other interests. Everybody has the right to be safe and well- looked after. The Act is there to protect adults vulnerable to harm/abuse.

Safeguarding Adults Boards (SABs) must arrange for a SAR to be conducted when an adult in its area dies as a result of abuse or neglect (which is either known or suspected) and there is concern that partner agencies could have worked more effectively to protect the adult.

What is the roleof the Safeguarding Adults Board? The overall objective of the board is to enhance the quality of life of the vulnerable adults who are at risk of abuse and to progressively improve the services of those in need of protection. The board is a multi agency organisation with and independent chair.

The MSAB Policy & Procedures provide a framework for all partners, setting standards for adult safeguarding and promoting the use of the accompanying procedures to help keep adults safe from abuse, neglect and exploitation.

The three core duties of the Board are to: Publish an annual strategic plan; Publish an annual report; and. Conduct Safeguarding Adults Reviews of serious cases in specific circumstances.
