Canada, Mexico and the United States established a uniform Certificate of Origin to certify that goods imported into their territories qualify for the preferential tariff treatment ed by the NAFTA.

Some destinations require a Certificate of Origin (CO) for certain commodities. The purpose of the CO is to authenticate the country of origin of the merchandise being shipped. For those forms that are completed online, this application is designed for goods whose origin is the U.S. or Puerto Rico only.

Claiming FTA preference allows qualified U.S. products to be more competitive through reduced or exempted duties (tariffs), although local taxes still apply. FTA certifications are optional, and not required for shipments to clear customs.

COs are mostly required for customs clearance procedures to determine duties or legitimacy of imports. Certificates of Origin certifies that goods in a shipment are wholly obtained, produced, manufactured or processed in a particular country.

Steps for Obtaining a Paper Certificate of Origin Provide either a manufacturer's invoice or commercial invoice that shows where your goods are manufactured. Fill out the certificate of origin document. Submit a notarized affidavit, certificate of origin document, and corresponding invoices to your chamber of commerce.

Most free trade agreements can be supported by a certification attesting to the imported product's originating status. This attestation is called a Certification of Origin.

An importer will often request a certificate of origin because it will save them money on import duties. The certificate of origin should only be signed if the exporter or manufacturer can prove that the goods qualify for reduced or duty-free entry under the appropriate rules of origin under the free trade agreement.

The shipper can create their own Declaration of Origin template to make a declaration on behalf of their company. This document will state the country in which the goods were made (usually the country of export).
