The first step is to apply to a SEVP-approved school in the United States. After the SEVP-approved school accepts your enrollment, you will be registered for the Student and Exchange Visitor Information System (SEVIS) and must pay the SEVIS I-901 fee. The SEVP-approved school will issue you a Form I-20.

While schools are not required to keep education records for any set period of time under federal law, California's state laws differ. Here, school districts must keep educational records for three years after they stop being “useful” — which typically means three years after your child has left the district.

Except under certain specified circumstances, FERPA affords parents/guardians or eligible students the right to inspect and review the student's education records. Parents/guardians or eligible students have the right to request that a school correct records that they believe to be inaccurate or misleading.

Any school in the United States whose officials want to enroll F and/or M students must file a Form I-17, “Petition for Approval of School for Attendance by a Nonimmigrant Student,” and receive approval (i.e., certification) from the Department of Homeland Security (DHS).

You may print the Form I-20 after you have electronically submitted the Form I-20 and after you have made updates to the Form I-20. Note: Printing a copy of the Form I-20 requires that Adobe Reader Version 5.0 or later be installed on your computer.

Most will provide copies for a small fee. Contact your school district. Ask the school what you need to do to see your child's records. Write a letter. Send the letter (and copy VIPs). Obtain proof that the letter was delivered. Make more than one copy.
