7.2 Export declarations The B13A Export Declaration, along with the appropriate permits and licences, must also be prepared by exporters prior to exporting to all non-U.S. destinations.

The document contains a description of goods (e.g., quantity, price, weight, kind and other specifications) and is a declaration by the seller to provide the products and services to the buyer at the specified date and price.

Most documentation is routinely prepared by freight forwarders and customs brokers, but, as the exporter, you are ultimately responsible for the accuracy of the documents. It's important to understand what documents are required for a shipment and why they are required.

The export declaration is lodged in the first case at the customs office for the exporter's premises. Once they are completed at the office of declaration the goods are released to proceed to the office of exit from the EU which certifies the physical exportation from the EU's customs territory.

The U.S. Department of Commerce's Bureau of Industry and Security (BIS) administers U.S. laws, regulations and policies governing the export and reexport of commodities, software, and technology (collectively “items”) falling under the jurisdiction of the Export Administration Regulations (EAR).

How do you make an export declaration? You must lodge your customs declaration electronically, using Revenue's Automated Entry Processing (AEP) system, which is described later in this guide. The customs declaration gives all the information needed about what are the goods and what is happening to the shipment.

First the exporter/declarant presents the goods, his export declarationEN••• and, where necessary, his export license at the customs office responsible for the place where he is established or where the goods are packed or loaded for export (Article 221 (2) UCC Implementing Act).
