Parole Outpatient Clinics (POC) provide timely, cost-effective mental health services aimed at reducing the symptoms of mental illness among the parolee population to optimize their level of functioning in the community.

The intent of the MDO law is to provide treatment to “dangerous” people with mental illness by preventing such people from being released to the community at the end of their prison terms in the interests of public safety.

The Offenders with a Mental Health Disorder (OMHD) commitment was created to provide a mechanism to detain and treat persons with a severe mental health disorder who reach the end of a determinate prison term and are dangerous to others as a result of a severe mental health disorder.

The MDO law allows the California Department of Corrections and Rehabilitation (CDCR) and the California Department of Mental Health (DMH) to provide mental health treatment to those suffering from severe mental health disorders prior to, during, and even after their parole.

A mentally disordered offender (MDO) is a status given to individuals convicted of certain violent or sex-based felonies, when the crime was caused by a severe mental disorder. These offenders must receive mental health monitoring as a condition of being released on parole.

• Active Mental Health Cases. This represents a 42 percent increase in the number of active mental health cases. In addition, the proportion of incarcerated people in California jails with an active mental health case rose by approximately 63 percent, rising from 19 percent in 2009 to 31 percent in 2019.

Description: Parolees who committed one of a specified list of crimes and who were treated for a severe mental disorder connected to their original crime can be committed to a State Hospital as a condition of parole for a period not to exceed the length of their parole term.
