Rule 32:5.5 - UNAUTHORIZED PRACTICE OF LAW; MULTIJURISDICTIONAL PRACTICE OF LAW (a) A lawyer shall not practice law in a jurisdiction in violation of the regulation of the legal profession in that jurisdiction, or assist another in doing so.

Iowa Rule of Professional Conduct 32:1.16 (Declining or Terminating Representation). A lawyer must withdraw from representation of clients when his or her mental or physical condition materially impairs his or her ability to represent the client.

(2)Motion to withdraw. If, after a diligent investigation of the entire record, court-appointed counsel is convinced the appeal is frivolous, and that counsel cannot, in good conscience, proceed with the appeal, counsel may file a motion to withdraw.

See rules 32:1.2(c) and 32:6.5. See also rule 32:1.3, comment [4]. [2] A lawyer ordinarily must decline or withdraw from representation if the client demands that the lawyer engage in conduct that is illegal or violates the Iowa Rules of Professional Conduct or other law.

Iowa Code section 68B. 2A (Prohibited outside employment and activities – conflicts of interest) prohibits State employees from engaging in outside employment or activities which may conflict with the employee's official duties and responsibilities.

A lawyer must immediately terminate communication with a person if, after commencing communication, the lawyer learns that the person is one with whom communication is not permitted by this rule.
