A U.S. citizen or legal resident over age 18 may generally carry a handgun anywhere within his or her place of residence, place of business, or on private property owned or lawfully possessed by the citizen or legal resident. A permit or license is not required for a person to carry within these locations.

11 § 4128. Section 4128 - General (a) Except as provided in sections 30900 through 30945, 31050, 31055, and 31100 of the Penal Code, no person shall possess, transport, or sell any dangerous weapon in this state unless they have been granted a license and/or permit pursuant to these regulations.

Service Members with a Military ID and a copy of purchaser's current orders showing a permanent duty station in California qualify as proof of residency for firearms purchases and Military ID is proof of exemption from FSC requirements.

Under the new law, military veterans may carry a hidden gun without getting a permit; provided they are over 21 and have no criminal felony record.
