(a) The Arrears Payment Incentive Program is a voluntary program administered by the Office of the Attorney General (OAG), a Title IV-D agency, to promote payment by obligors who are delinquent in satisfying child support arrearages assigned to the Title IV-D agency under Texas Family Code §231.104(a).

The purpose of the Payment Incentive Program is to help parents satisfy child support arrears that are owed to the State of Maryland. A parent can apply for the program if the parent's income is less than 225% of the Federal Poverty Level. Arrears owed to the State can be reduced if a parent pays as ordered.

The arrearage can be dismissed either in full or in part. And that process begins by contacting the office of the attorney general child support division. The government will send you a form called a request for a review. That form will need to be filled out and sent back to their offices.

Retroactive child support can be ordered from when the spouses separated. Texas judges rely on state guidelines to help determine the amount. In the most basic terms, one child requires 20% of the net resources, and each additional child adds 5% to the total, with a cap of 40% for five or more children.

Arrears are unpaid or past-due support. They result from failure to pay current support established by an existing child support order, or can be assessed when an order is established to account for time that support should have been paid but was not (known as retroactive support).

You can ask the child support court or your family court judge to re-calculate your child support amount. You will need to present the judge with proof of your income for the years you want the Court to reconsider your child support obligation. You may do this by way of tax returns and paycheck stubs.
