Hospital Incident Command System (HICS) HICS i is a methodology for using incident command system (ICS) in a hospital/healthcare environment. HICS assists hospitals to improve their emergency management planning, response, and recovery capabilities for planned and unplanned events.

The assembly of the Hospital Incident Management Team (HIMT) should be based on a HICS's primary management components, which include Command, Finance, Logistics, Operations, and Planning.

PURPOSE: The Incident Action Plan (IAP) Quick Start is a short form combining HICS Forms 201, 202, 203, 204 and 215A. It can be used in place of the full forms to document initial actions taken or during a short incident. Incident management can expand to the full forms as needed.

HICS Command Structure. One basic tenet of ICS is the clear chain of command, consisting of the Incident Commander and four sections: Operations, Planning, Logistics, and Finance/Administration.

Chain of Command and Unity of Command: Chain of Command refers to the orderly line of authority within the ranks of the incident management organization. Unity of Command means that every individual has a designated supervisor to whom he or she reports at the scene of the incident.
