Among many other features, the First Step Act authorizes people serving federal sentences to petition both the Bureau of Prisons and the judge that imposed sentence to consider early release.

Place prisoners within 500 driving miles of their families. The FIRST STEP Act would require the BOP to place people in prisons no more than 500 driving miles from home unless security designation, programming or health care needs, or bed space limits prevent it.

The First Step Act (FSA) permits eligible inmates to earn additional time off their sentence for participating in and completing approved Evidence-Based Recidivism Reduction programs. Briefly, for every 30 days of qualifying programming activities, inmates can earn ten days off their sentence.

Upon sentencing in Federal District Court, the Bureau of Prisons has the sole responsibility in determining where an offender will be designated for service of his/her sentence in ance with Program Statement 5100.08, Inmate Security and Custody Classification manual.

It requires the Attorney General (AG) to develop a risk and needs assessment system for BOP to assess the recidivism risk and criminogenic needs of all federal prisoners and to place prisoners in recidivism reducing programs and productive activities to address their needs and reduce this risk.

Any inmate that performs a heroic act in a situation that can lead to the loss of life earns up to one year off their sentence per the extraordinary conduct credits.

The First Step Act requires the Attorney General to develop a risk and needs assessment system to be used by BOP to assess the recidivism risk and criminogenic needs of all federal prisoners and to place prisoners in recidivism reducing programs and productive activities to address their needs and reduce this risk.

To be eligible to earn ETCs, inmates must (1) have a minimum or low pattern score (FSA's risk assessment tool utilized by the BOP), and (2) not have a conviction for a disqualifying offense (terrorism, espionage, human trafficking, sex offenses, and other crimes determined to be violent).
