ELLICOTT CITY, Md. — Nearly four years after the last deadly flood in historic Ellicott City, Howard County has unveiled plans to bring relief to its resilient residents by building a massive tunnel to help divert water in the future.

This can happen when it escapes from a natural watercourse, such as a lake, river or creek. It can also happen when water is released from a reservoir, canal or dam. There are two types of flooding, riverine and flash.

Ellicott City was a thriving Industrial Mill Town founded by the Ellicott Brothers in 1772. The Patapsco River Valley has been plagued by Floods since its founding. Significant Floods have occurred in 1786, 1817, 1837, 1868, 1894, 1901, 1917, 1923, 1933, 1952, 1972, 1975, 1998, 2006, 2011, and 2016.

These floods were “top-down” floods because intense rain events brought water from the top of the watershed down through Main Street where it converged with a flooded Patapsco River, causing Main Street itself to become a river.

Major rivers such as the Potomac and Susquehanna often reach flood stages because of events in distant areas of their watershed. Finally, hurricanes and tropical storms can cause surges that create tidal flooding along Maryland's bays and their tributaries.

However, historically most Ellicott City floods have been caused by surges from the Patapsco River, not by overflows and backups from the Tiber Branch uphill.

Overall, Ellicott City has a moderate risk of flooding over the next 30 years, which means flooding is likely to impact day-to-day life within the community. This is based on the level of risk the properties face rather than the proportion of properties with risk.
