Multidistrict litigation (MDL) is a special legal process the federal government created to handle large and complicated cases involving a large number of lawsuits that have similar complaints.

An MDL. It stands for “multidistrict litigation,” a type of legal proceeding designed to help federal courts efficiently manage many related cases filed in different jurisdictions. The federal MDL statute, 28 U.S.C. § 1407, permits the temporary transfer of federal civil lawsuits to one or more district.

The MDL Panel consists of seven sitting federal judges, who are appointed to serve on the Panel by the Chief Justice of the United States. The multidistrict litigation statute provides that no two Panel members may be from the same federal judicial circuit. The current Chair of the Panel is Judge Karen K.

Rule 4.1 requires that all papers filed with the Panel must be served on all parties in all actions involved in the litigation. If liaison counsel has been appointed by the transferee court in an existing MDL docket, this rule is satisfied by serving each party in each affected action and all liaison counsel.

The Judicial Panel on Multidistrict Litigation determines whether civil actions pending in two or more federal judicial districts should be transferred to a single federal district court for pretrial proceedings.

Multidistrict Litigation, known informally as the MDL Panel, was created by an Act of Congress in 1968 – 28 U.S.C. §1407.

In multidistrict litigation, multiple civil cases that share a common issue are transferred to a single district court. That court then handles all discovery and pretrial proceedings for the lawsuits.
