A Letter of Map Revision (LOMR) is the Federal Emergency Management Agency's (FEMA's) official modification to an effective Flood Insurance Rate Map (FIRM). LOMRs can result in a physical change to the existing regulatory floodway, the effective Base Flood Elevations (BFEs), or the Special Flood Hazard Area (SFHA).

A Letter of Map Amendment (LOMA) is an official amendment, by letter, to an effective National Flood Insurance Program (NFIP) map. A LOMA establishes a property location in relation to the Special Flood Hazard Area (SFHA).

What are Conditional Letters of Map Revision? A Conditional Letter of Map Revision (CLOMR) is FEMA's comment on a proposed project that would, upon construction; result in the modification of the existing regulatory floodway, the effective BFEs, or the SFHA.

Letter of Map Amendment (LOMA) is for when a flood map shows a building in the floodplain but it is actually on natural ground above the base flood elevation. Letter of Map Revision Based on Fill (LOMR-F) is for when a building is on fill that puts it above the base flood elevation.

The LOMA application form is on the FEMA website at https://.fema.gov/flood-maps/change-your-flood- zone/paper-application-forms. FEMA does not charge a fee to review a LOMA request, but requesters must provide specific mapping and survey information for their property.

FEMA is required to review a community's flood maps every 5 years. The agency must then decide whether to update or change them. FEMA must also tell Congress every month about any planned changes to community flood maps.
