Warrant Officers (WOs) tend to arise from enlisted ranks by virtue of a specific skill, such as piloting aircraft, managing Human Resources, or overseeing cyber security. They outrank NCOs but remain below commissioned officer grade.

The warrant officer is the highly specialized expert and trainer who, by gaining progressive levels of expertise and leadership, operates, maintains, administers, and manages the Army's equipment, support activities, or technical systems for an entire career."

USAREC is a major subordinate command under the United States Army Training and Doctrine Command (TRADOC), and is commanded by a Major General and assisted by a Deputy Commanding General (Brigadier General) and a Command Sergeant Major.
