Despite this requirement, for its Small Balance Loan program (SBL) Freddie Mac allows properties to have 85% physical occupancy under certain conditions.

The Freddie Mac Multifamily business is similar to the Single-Family business. Both buy and securitize mortgages originated by a network of approved lenders; we do not lend money directly to borrowers. By selling mortgage loans to us, lenders receive money that they can use to make loans to additional borrowers.

The Freddie Mac Fixed-Rate Conventional Loan is one of the most versatile forms of multifamily financing from Freddie Mac, as it permits the financing of conventional properties, affordable housing (specifically certain LIHTC and Section 8 properties), senior housing, student housing, even apartment cooperatives.

In December 2003 Freddie Mac, the federally chartered mortgage financing giant, agreed to pay a civil penalty of $125 million and implement measures to correct its accounting and governance problems as part of a consent order with a federal regulator.
