How to fill out the TSP-41 online

The TSP-41 is essential for notifying the Thrift Savings Plan about a participant's nonpay status. This guide provides step-by-step instructions to help users accurately complete the form online.

Follow the steps to complete the TSP-41 online.

  1. Click ‘Get Form’ button to access the TSP-41 form and open it in your editor.
  2. In Section I, provide all information about the TSP participant. Indicate whether the nonpay status pertains to a civilian account or a uniformed services account. Enter the participant’s full name and Social Security number in the designated fields.
  3. Proceed to Section II, where you will indicate the type of nonpay notification. Complete only one of the subsections (4a to 4d) based on the participant's status. For instance, if reporting the start of nonpay status, fill out item 4a, providing the reason for nonpay and the start date.
  4. If applicable, complete item 4b to report the end of nonpay status. Be cautious as entries cannot be changed once submitted. Include the return date to pay status.
  5. Should you need to correct previous submissions, use item 4c to rectify errors in the reason for nonpay or start date, entering new details where required.
  6. If you need to cancel a previously submitted nonpay start date, check item 4d and provide the previously submitted date.
  7. In Section III, the responsible agency official must complete their information, including signature, name, agency name, and contact details. A full address is vital for proper processing.
  8. After completing all sections, review the form for accuracy. You may then save changes, download, print, or share the form as needed.

You need your TSP! With few exceptions (like deep debt or abject poverty), no one should be contributing less than 5% of their salary to the Thrift Savings Plan.

To request a withdrawal, log into My Account and click on the Withdrawals and Changes to Installment Payments link on the menu. From there you'll have access to an online tool with which to start your withdrawal.

The Thrift Savings Plan (TSP) is a great tool for federal employees to save for retirement. Saving, and even maxing out your contributions to TSP is normally thought of as a good thing. Yes, maxing out your TSP can be very beneficial, but may not be the best thing for your financial future.

Under the new system, all TSP participants will be able to take one withdrawal every 30 days. Participants who are still in federal service at age 59½ or older will be able to take up to four partial withdrawals from the TSP during a given calendar year.

With the TSP, you are exempt from the early withdrawal penalty if you separate from federal service in the year in which you reach age 55 or later. For IRAs, the early withdrawal penalty will apply on anything you take out up until you reach the age of 59 ½.

The annual contribution limit in 2019 for the TSP will be $19,000. That is up from $18,500 in 2018, a 2.7% increase. This limit also applies to 401(k), 403(b), and most 457 plans. The catch-up contribution limit for employees aged 50 and over who participate in the TSP remains unchanged at $6,000.

An in-service withdrawal is a withdrawal that you make from your Thrift Savings Plan (TSP) account while you are still actively employed in federal civilian service (CSRS or FERS) or the uniformed services.

Under the new TSP withdrawal options, all participants can take one withdrawal every 30 days. Participants who have left federal service will have no other limitations beyond the 30-day requirement to make partial withdrawals from the TSP.
