Like most project management documents, SoWs are best written collaboratively. However, there are two main parties involved: the client or service provider and the company. SoWs need to be approved by two parties before work on your project really begins.

After execution of a Statement of Work Agreement, if any change in scope of a project affecting price, deliverables, or schedule is requested, the contractor and the relevant State entity shall mutually agree to the changes in writing with a Statement of Work Change Order Form.

The business person/team closest to the deal should be responsible for the first pass (whether drafting or reviewing). After all, they understand the ins and outs of the project better than anyone else. It is important not to make assumptions, use shortcuts or acronyms, or even gloss over steps in the SOW.

The following tips can be used as a reference when creating an SOW. Avoid verbs that can lead to vague statements. The phrase "the contractor shall perform" definitively states which party is to do the work. Avoid "should" or "may" because they leave the decision for action up to the contractor.

When writing an SOW, procurement teams understand, well, procurement-speak. But that doesn't mean that suppliers will necessarily know what we mean. Consequently, a common issue with SOWs is that obligations are inferred, as opposed to being explicitly stated.
