Any Massachusetts employer with six or more employees in Massachusetts must file an annual Health Insurance Responsibility Disclosure (HIRD) Form. Filing opened on November 15, 2022 on the MassTaxConnect (MTC) Web Portal. The HIRD form filing is due no later than December 15, 2022.

The hird (also named "Håndgangne Menn" in Norwegian), in Scandinavian history, was originally an informal retinue of personal armed companions, hirdmen or housecarls, but came to mean not only the nucleus ('Guards') of the royal army, but also developed into a more formal royal court household.

Who is required to complete the HIRD form? State law1 requires every employer with six or more employees to annually submit a HIRD form. If you are an in-state or out-of-state employer who had six or more employees within Massachusetts during the past 12 months, you are required to complete the HIRD form.

EMPLOYER REQUIREMENTS UNDER MASSACHUSETTS LAW Current Massachusetts law requires employers with 11 or more full-time equivalent employees (FTE) to make a “fair and reasonable” contribution to their employees' health insurance or pay a Fair Share Contribution (FSC) of up to $295 per employee per year to the state.
