A person born abroad in wedlock to two U.S. citizen parents acquires U.S. citizenship at birth under section 301(c) of the Immigration and Nationality Act (INA), if at least one of the parents had a residence in the United States or one of its outlying possessions prior to the person's birth.

Fees for Consular Report of Birth Abroad and Passport: Consular Report of Birth Abroad (CRBA) – $100. Passport for minor applicant – $135.

Both parents must be physically present to take an oath and sign for the minor child. Parents should bring their own passports, one photo of the child, and the original birth certificate (if born overseas, the CRBA will be required). At the time of interview, a consular officer may require more documentation.
