What is the side lot program? Stark County's side lot program started in 2013 with the goal to eliminate vacant, abandoned and blighted properties. Property owners can acquire vacant, tax delinquent land under 15,000 square feet to expand the size of their yards and increase the value of their properties.

While land banks can hold properties, they typically seek to sell the properties to new owners. With the right enabling legislation, a land bank can clear the title and any liens against a tax delinquent property it owns so it can be sold with a clean title to the next owner.

The purpose of the SCLRC's Side Lot Disposition Program is to turn tax delinquent, vacant and abandoned lots into well- maintained, tax-producing properties by making these properties available to qualified contiguous property owners.

Though not a government entity or body politic, the original Ohio land bank laws were designed to: 1) allow municipal land banks to acquire properties through tax foreclosure at no cost after being exposed to sale without bidders and 2) to hold these properties real estate tax exempt until the land could be repurposed.
