Three Pillars of the SAFE Framework The SAFE Framework, based on the previously described five core elements, rests on the three pillars of Customs-to-Customs network arrangements, Customs-to-Business partnerships and Customs-to-other Government Agencies co-operation.

HS 2022, which is the seventh edition of the Harmonized System (HS) nomenclature, is used worldwide for the uniform classification of goods traded internationally, and has been accepted by all Contracting Parties to the Harmonized System Convention. It shall enter into force on 1 January 2022.

At the international level, the Harmonized System (HS) for classifying goods is a six-digit code system. The HS comprises approximately 5,300 article/product descriptions that appear as headings and subheadings, arranged in 99 chapters, grouped in 21 sections. The six digits can be broken down into three parts.

The new (seventh) edition of the Harmonized System (HS) nomenclature, HS-2022, shall come into force from 1st January, 2022. This edition has introduced some significant changes to the Harmonized System with a total of 351 of amendments at the six-digit level, covering a wide range of goods moving across borders.

The Harmonized System is a standardized numerical method of classifying traded products. It is used by customs authorities around the world to identify products when assessing duties and taxes and for gathering statistics. The HS is administrated by the World Customs Organization (WCO) and is updated every five years.

Every five years the HS is reviewed by the Word Customs Organisation (WCO) to keep up with changes in international trade patterns and advances in technology, or to clarify text to ensure uniform application of the HS Nomenclature.
